Check and Pay Fines Online in Kazakhstan: 2026 Guide

26/04/20267 min read

How to check all fines (traffic, administrative, taxes) for free by IIN on eGov, Qamqor and bank apps. Step-by-step payment with 50% discount without commission + how to enable notifications and avoid scammers.

Why It Is Important to Check Fines Regularly

An unpaid fine turns into enforcement proceedings, blocks accounts, and for large debts — prohibits leaving the country. Regular checks save money (50% discount) and nerves. Official services are free and data is updated quickly.

Which Fines Can Be Checked Online

  • Traffic and administrative — the most common (speeding, parking, Sergek).
  • Tax — debts on personal income tax, social payments.
  • Enforcement proceedings — debts transferred to bailiffs.
  • Utilities and communal — fines/penalties for late payment of services (usually through providers or banks).

Difference between services
- eGov.kz and eGov Mobile — one-stop shop for traffic and administrative fines + payment.
- Qamqor.gov.kz (erap-public.kgp.kz) — the most complete database of administrative offences and unpaid fines.
- e-Salyq Azamat — convenient for tax fines and administrative (direct link to Qamqor).
- Banks (Kaspi, Halyk) — instant check by IIN + payment in one app.

How to Check All Fines for Free and Without Intermediaries

Via eGov.kz and the eGov Mobile app
1. Log in (EDS or SMS from 1414).
2. Section “Transport and Communications” → “Search and Payment of Administrative Fines”.
3. Enter IIN or vehicle details — you will see all unpaid resolutions.

On Qamqor.gov.kz
Go to erap-public.kgp.kz → “Айыппұлдар туралы біл”. Enter IIN and identity document. The service will show administrative offences and payment status.

In e-Salyq Azamat
In the “Check Fines” section — direct link to Qamqor. Plus you immediately see tax debts.

In bank apps
Kaspi → “Payments” → “Government services, fines, taxes” → “Fines”. Enter IIN — get the list.

50% Discount on Fines: How Not to Miss the Benefit in 2026

Under Article 811 of the Code of Administrative Offences of the Republic of Kazakhstan, with simplified proceedings (you admit the violation and do not appeal) you can pay 50% of the amount within 7 days from the date the resolution is registered.

The discount applies to most administrative fines, including traffic ones. In 2026 the government did not support the idea of cancelling the discount for “persistent violators” — it remains for everyone who pays promptly.

Important: the countdown starts from the registration date in the database, not from the delivery of the resolution. Check immediately!

Where to Pay Fines Without Commission or with Minimal Overpayment

  • Kaspi.kz — most often 0% commission on government payments (check in the app).
  • Halyk Bank — minimal or zero during promotions.
  • eGov — fixed commission of about 100 tenge.
  • Jusan, Forte — check current tariffs in the app.

Tip: always choose payment through the official bank gateway — money goes directly to the Treasury.

How to Check and Pay Fines Online Without Overpaying: Step-by-Step Instructions

Situation 1. You have your IIN (easiest option)
1. Open Kaspi or eGov Mobile.
2. Enter IIN in the “Fines” section.
3. Select the resolution → “Pay”.
4. Check the details (BIC, KNP, Treasury IIC).
5. Receive PDF receipt.

Situation 2. Fine on a vehicle (someone else’s car or you are not the owner)
Check by licence plate on eGov or Qamqor. Payment is possible by resolution number.

Situation 3. No IIN at hand
Use the resolution number or vehicle details on Qamqor.

Situation 4. Enforcement proceedings
Go to aisip.adilet.gov.kz → enter IIN. You can also pay debts there.

After payment the data is updated within 2–3 business days.

Enable Free Notifications About New Fines

  • In eGov Mobile enable push notifications in your profile.
  • In Kaspi/Halyk — “Notifications” section → government payments.
  • Official SMS only come from number 1414 (action confirmation). Real fine notifications come via apps or email.

What to Do If the Fine Is Erroneous

  1. Gather evidence (photos, videos, witnesses).
  2. File a complaint online on Qamqor.gov.kz (section “Әкімшілік құқық бұзушылықтарға шағымдану”).
  3. Deadline — 10 days from the date the resolution is delivered.

In complex cases it is better to consult a lawyer. This is not legal advice — the procedure depends on the type of fine.

Consequences of Late Payment

  • 30 days after the resolution comes into force — full payment deadline.
  • Late payment → enforcement proceedings, penalties, account blocking, exit ban (for amounts from 100 MRPI and above).
  • Statute of limitations for administrative fines — 1 year (according to the Code of Administrative Offences of the Republic of Kazakhstan).

How Not to Become a Victim of Scammers When Checking and Paying Fines

  • Never click links from SMS unless they come from official apps.
  • Real notifications do not contain links and do not ask for codes from 1414.
  • Check only on egov.kz, qamqor.gov.kz and in your bank apps.
  • If you receive a suspicious message — call 102 or 1414.

How to Account for Fines in the Family Budget

Keep a separate line “Fines and unexpected expenses” (2–3% of income). Check all services by family IIN once a month. Pay immediately — you save up to 50%. Use bank cashback on government services.
