Used Tech: How to Safely Buy a Phone or Laptop in Kazakhstan

Mandatory IMEI and verification check starts with dialling *#06# — write down both IMEIs that appear on the screen. Check them on kz-imei.kz, imei.rfs.gov.kz or in the eGov Mobile app under “Popular Services”. The status should be “Registered”, the device must not be on the blacklist, and the owner information must match. If the phone is “grey” and has not passed verification — the seller must help with registration by providing receipts and import documents.

For iPhone check: Settings → General → About (serial number and model), Settings → Battery → Battery Health (maximum capacity above 85% is considered good). Make sure the device is not linked to someone else’s Apple ID — ask the seller to sign out of iCloud in front of you. Test Face ID, all cameras, True Tone, speakers and the vibration motor. Compare the IMEI on the box, in settings and on the body — they must match.

For Android go to Settings → About phone, install Phone Info or CPU-Z to see the real specifications. Check battery health through AccuBattery or built-in statistics. Test all sensors, cameras, speakers, charging port and performance under load.

Battery and overheating are the first things to check. In Windows open Command Prompt and type powercfg /batteryreport — an HTML report will open with detailed battery information. Wear above 30–40% means the battery will soon need replacing. Alternatively use BatteryInfoView or AIDA64.

Do not buy without a personal meeting, especially if the seller rushes you or pressures you with urgency. Do not ignore IMEI verification — the phone may be blocked a few days after purchase. Do not skip battery and drive checks — replacing them costs tens of thousands of tenge. Do not take the seller’s word for phrases like “everything works” or “the battery was replaced recently” without documentary proof.

A good used iPhone 13 or 14 costs 150–250 thousand tenge on the secondary market instead of 400 thousand and more for a new one. A Ryzen 5 or Intel i5 2023–2024 laptop costs 150–300 thousand instead of 500–700 thousand in a store.
